Repair Notifiers

Adds three different notifiers to repair while raiding.
Repair message is customized through the Custom Option tab.
One shows whenever your gear is starting to become damaged while inside a raid instance.
One shows whenever there is a Repair Bot spawned near you.
One shows whenever there is a Fix-o-Tron 5000 minipet spawned near you.
One shows whenever you are in a city before/during/after raid time (Specified in display custom function, currently set to 20-24 mon/tue/thu).
